Abstract:
Globally, on average 56% of women deliver with a skilled attendant, however this rate is extremely lower in most African countries. Skilled attendance at delivery is a key indicator to measure the millennium development goal to improve maternal health. While skilled attendance is nearly universal in Europe at 99.1% ( WHO, 2004), in Africa the rate has only been raising by 0.2% per year for the past decade with Uganda’s rate stagnating at 44%. At this rate, by the year 2015, the average skilled attendance rate will still be less than 50% in most African countries implying that attaining Millennium Development goal 5 on maternal health may remain a dream. This article is based on an investigation of factors for low institutional deliveries in a resource poor country Uganda. It contributes invaluable information on health systems and community based factors that deter pregnant mothers from delivering in the nearby health centers. The negative maternity staff behavior, poor maternal health infrastructures, low social economic status of mothers and physical factors like distance impact a lot on mothers decision either to deliver in health centre, at home or TBA’s place. Primary health care and Reproductive Health workers can benefit a lot from the detailed findings of this investigation, likewise, Hospital administrators, policy makers and Researchers in developing countries will also find this work valuable.
